Bavarian Housing Program – Owner-Occupied Housing Open
The Bavarian Housing Program supports private individuals in Bavaria with the construction or purchase of owner-occupied housing, as well as adaptations for people with disabilities. Who is funded
The Bavarian Housing Program targets private individuals in Bavaria who need support with the construction or purchase of owner-occupied housing or who wish to adapt their existing housing to the needs of people with disabilities. The program aims to adequately provide housing for low-income households or those with special social needs, and to promote the use of inner-city areas and the preservation of existing building stock.
What is funded
The funding covers new construction, purchase (first and second acquisition), and the alteration or extension of single-family homes, two-family homes, and owner-occupied apartments for personal use. In addition, conversion measures to adapt housing to the needs of people with disabilities are supported, including barrier-free sanitary facilities, elevators, and ramps.
Type and Extent of Funding
Funding is generally provided as a reduced-interest loan, supplemented by one-time grants for families with children and additional grants for specific measures such as second acquisitions or sustainable construction projects. The amount of the loan is calculated as a percentage of the eligible costs, while grants are awarded as fixed amounts or percentage shares up to a maximum limit.
Conditions and Requirements
Funding is subject to various conditions, including own contributions, personal use of the property, and compliance with specific living space and plot sizes. Additionally, applicants must demonstrate the long-term viability of bearing the financial burden. Special regulations apply to EU state aid and technical standards.
Application Procedure
The application process begins with the submission of complete documents to the responsible approval authority (district administrations or urban districts). After a review of the funding requirements and creditworthiness by the approval authority and the Bavarian State Bank (Bayerische Landesbodenkreditanstalt), the funding is approved and then disbursed in several installments, depending on the construction progress or acquisition.
Legal Basis
The legal basis of the Bavarian Housing Program consists of the Bavarian Housing Promotion Act (BayWoFG) and the Housing Promotion Regulations 2023 (WFB 2023), announced by the Bavarian State Ministry for Housing, Building and Transport. In addition, general budgetary and state aid provisions apply.

For construction and first acquisition, a maximum of 30 percent, and for second acquisition, a maximum of 40 percent of the eligible costs. Minimum funding threshold 15,000 €. Additionally, a one-time grant of 7,500 € per child. Supplementary grant for second acquisition/replacement new build up to a maximum of 50,000 € (10% of costs). Loan for adaptation for people with disabilities up to a maximum of 10,000 € per dwelling (minimum funding threshold 1,000 €).
