The Federal Funding for Efficient Buildings – Individual Measures (BEG EM) supports investments in energy-efficient renovations of existing buildings in Germany. The program specifically promotes measures to improve energy efficiency, install system technology, and switch to climate-friendly heating systems to reduce greenhouse gas emissions. It is characterized by a combination of grants and low-interest loans, as well as attractive bonuses for special environmental achievements and social criteria.

Who is funded?

This funding guideline targets a wide range of investors who wish to invest in the energy-related improvement of existing buildings in Germany. This includes private homeowners and homeowner associations, as well as businesses, non-profit organizations, and municipalities. The goal is to support investments that contribute to increasing energy efficiency, raising the share of renewable energies in final energy consumption, and reducing greenhouse gas emissions.

What is funded?

The BEG EM funds a variety of individual measures for existing buildings that improve their energy standard. This includes renovations of the building envelope, the installation of efficient system technology, and the switch to or optimization of heating systems based on renewable energies. In addition, the necessary expert planning and construction supervision are subsidized.

Type and Scope of Funding

Funding is primarily provided as a non-repayable investment grant, which can cover up to 70 percent of eligible expenses. In addition, low-interest loans can be utilized. The funding amount varies depending on the type of measure and building, with bonuses for special environmental achievements or social criteria potentially further increasing the funding. The approval periods are clearly defined to enable the implementation of the projects.

Conditions and Requirements

To receive funding, applicants must meet various prerequisites, including compliance with technical minimum requirements and project implementation in Germany. Appropriate use of the funded systems for at least ten years is mandatory, as is adherence to cumulation rules with other funding programs. The involvement of energy efficiency experts is required for many measures.

Application Procedure

The application procedure for BEG EM is designed in two stages and is carried out via the appointed implementing bodies BAFA and KfW. Applicants submit their documents before the start of the project. Funds are disbursed after successful verification of the proof of use, which demonstrates the proper use of funds and compliance with all technical requirements.

The Federal Funding for Efficient Buildings – Individual Measures (BEG EM) is based on a specific guideline from the Federal Ministry for Economic Affairs and Climate Action, which in turn is supported by a series of overarching laws and regulations. These legal bases ensure the legitimacy and framework for program implementation and are publicly accessible.
