The Federal Ministry of Education and Research (BMBF) supports small and medium-sized enterprises (SMEs) in research and development projects for the clinical validation of innovative medical devices and in-vitro diagnostics. The aim is to accelerate the transfer of medical technology innovations into patient care and to demonstrate the safety and performance of these products. The funding is provided as a grant and comprises two modules: the qualification phase and the implementation phase.

Who is funded?

This funding guideline primarily targets small and medium-sized enterprises (SMEs) in Germany that develop innovative medical technology solutions. The aim is to support these companies in the clinical validation of their products, thereby enabling the rapid transfer of innovations into patient care.

What is funded?

The program funds research and development projects for the clinical validation of innovative medical devices and in-vitro diagnostics. Support is provided in two modules, ranging from establishing relevant qualifications to conducting clinical trials. Studies for e-certification of already marketed products or post-market surveillance studies are not funded.

Type and Scope of Funding

Funding is provided as a non-repayable grant. The amount of the grant depends on the application proximity of the project and can be up to 50 percent of the eligible costs, with an appropriate own contribution expected. The funding duration and amounts are determined as needed.

Conditions and Requirements

Specific prerequisites apply for funding, including the provision of preclinical data and the company's solvency. The program is subject to the state aid provisions of the EU Commission and requires compliance with publicity obligations as well as adherence to international standards for clinical trials.

Application Procedure

The application procedure is two-stage. First, a project outline is submitted, which is possible at any time. A positive evaluation is followed by an invitation to submit a formal funding application via the electronic system easy-Online. Personal consultation with the project management agency VDI Technologiezentrum GmbH is recommended.

The funding program is based on the guideline for funding projects on "Translating Medical Technology Solutions into Patient Care – Demonstrating Clinical Evidence Without Delay" and is subject to the Federal Budget Code as well as EU state aid provisions, particularly the General Block Exemption Regulation (GBER).
