Funding for Modernization and Renovation Measures on Private Buildings in Formally Designated Redevelopment Areas

This funding program is aimed at owners of private residential and commercial buildings in specific redevelopment areas of Bremen. The goal is to remedy urban deficiencies and support the sustainable development of these areas by renovating and upgrading buildings.

The funding program supports construction measures that serve the modernization and renovation of building envelopes and outdoor facilities, as well as the re-use of vacant buildings and brownfield sites. Necessary and appropriate costs are subsidized, with a focus on eliminating urban deficiencies.

Funding is provided in the form of a grant, the amount of which depends on the eligible costs and the respective redevelopment area. The maximum grant is €40,000 per building, with higher funding rates in the Heerstraßenzug. Measures should be completed within one year.

The funding is subject to specific conditions, including the building's worthiness of preservation and the elimination of defects. Special requirements apply to energy quality and remaining useful life. In addition, applications must be submitted before construction begins, and costs must be substantiated accordingly.

The application for funding must be submitted to the Senator for Climate Protection, Environment, Mobility, Urban Development and Housing in Bremen before construction begins. Detailed documents are required, including construction descriptions, cost estimates, and proof of financing. After verification of the requirements, a public-law contract will be concluded.

The funding program is based on a guideline from the City of Bremen and is underpinned by a series of legal provisions that regulate urban redevelopment and funding practices. These legal bases ensure that the funding is in line with national and state legal requirements.
