Housing Construction Funding – Modernization Funding Open
The Free Hanseatic City of Bremen supports the modernization of rental apartments in areas with special development needs in Bremen and Bremerhaven. The aim is to create socially tied and energy-efficient housing to be rented to lower-income households. The program offers interest-subsidized loans and grants for owners who want to upgrade housing stock while meeting social criteria.
Who is Funded
Owners of rental apartments in Bremen and Bremerhaven can receive funding to modernize housing and make it available to individuals within certain income limits. The goal is to secure and improve the housing stock in areas with special development needs.
What is Funded
The program supports the modernization of rental apartments in buildings with more than two units that are older than 25 years. The focus is on energetic renovation, accessibility, and adaptation to modern living needs. Pure maintenance and luxury renovations are excluded.
Type and Extent of Funding
Funding is provided as an interest-subsidized loan and a cost grant. The amount is set per residential unit and may not exceed 80% of the recognized modernization costs. The loan term is up to 30 years, with tiered interest rates.
Conditions and Requirements
The funding is subject to strict conditions, particularly regarding rental to income-restricted households and a share for people at risk of homelessness. In addition, own contributions, energy standards, and accessibility of the apartments are required.
Application Procedure
The application procedure is two-stage: First, an informal registration of the construction project is made to assess its eligibility for funding. Subsequently, the formal application must be submitted to Bremer Aufbau-Bank GmbH, accompanied by detailed documents.
Legal Basis
The funding is based on the "Guidelines for the Implementation of Contractually Agreed Funding for the Modernization of Rental Housing in the Free Hanseatic City of Bremen – Modernization Funding –" of June 21, 2011, supplemented by the Housing Promotion Act (WoFG) and other state-specific ordinances and resolutions.
