The program targets private owners of residential buildings and condominiums in the State of Bremen. The main goal is to promote thermal insulation measures to permanently and significantly reduce the heating energy demand of these buildings, thereby contributing to climate protection.

What is funded: Measures and eligible costs

Various thermal insulation measures are funded for existing residential buildings for which a building permit was applied before January 1, 1995, and which comprise a maximum of 12 residential units. This includes insulation of exterior walls, basements, roofs, and attics, as well as the installation of highly thermally insulated windows. Quality assurance measures and the use of sustainable materials are also eligible for funding.

Type and Scope of Funding

Funding is provided as a grant (project funding in the form of co-financing). The amount of the grant depends on the type and scope of the measure and is awarded per square meter or as a fixed amount, plus various bonuses for extensive measures or sustainable materials. The de minimis threshold is €2,500 total costs. Measures must be completed within 13 months of approval.

Conditions and Requirements

Various prerequisites must be met to claim funding, including specific technical standards for insulation measures and windows, compliance with building law and design aspects, and the use of certified materials. Quality assurance by independent experts is required for certain measures and is also funded.

Application Procedure

The application for funding must be submitted to Bremer Modernisieren – BreMo GbR or swb Vertrieb Bremerhaven GmbH & Co. KG. The required application forms and supporting documents can be downloaded or requested from the applicant office's website. Approval is granted at discretion within the framework of available funds.

This funding program is based on the 'Funding Guideline for Thermal Insulation in Existing Residential Buildings' of August 17, 2017. It is legitimized by the Bremen Climate Protection and Energy Act (BremKEG) and forms the framework for the allocation of grants.
