Equitable Participation of People with Migrant Background
The "Equitable Participation of People with Migrant Background" program of the Free and Hanseatic City of Hamburg promotes projects and activities to strengthen integration and intercultural opening. It particularly supports migrant organizations and other providers in endeavors that promote participation in public life. The initiative is based on the Hamburg Integration Concept and aims to foster cohesion in urban society.
Who is Funded
This funding program of the Free and Hanseatic City of Hamburg aims to strengthen the equitable participation of people with a migrant background in public life and promote intercultural opening. Support is primarily directed at migrant organizations as well as other organizations based or primarily active in Hamburg.
What is Funded
The program supports projects, activities, and measures aimed at strengthening participation and intercultural opening. This includes a wide range of eligible expenses, such as funds for project work, rental costs, and material expenses for self-administration. The funding aims to support the establishment and professionalization of migrant organizations, as well as networking within and outside the communities.
Type and Scope of Funding
The program offers financial support in the form of non-repayable grants for project funding with deficit financing. The amount of the grant varies depending on the type of project, with up to 10,000 Euros for projects and up to 2,500 Euros for events per year. A co-financing share of over 5% is required for all projects.
Conditions and Requirements
Various conditions must be met for funding, including ensuring social data protection and adhering to economy and efficiency principles. Projects must not have started before applying, and a co-financing share must be provided. Cooperations, especially so-called tandem projects, are given preferential treatment. Furthermore, transparency obligations such as public relations and reporting must be observed.
Application Procedure
The application procedure requires the timely submission of complete documents at least two months before the project begins. First, a draft project concept must be submitted for preliminary review. Approval is granted at the discretion of the Social Authority within the framework of available budget funds. After the project ends, a detailed proof of use including a factual report must be submitted.
Legal Basis
The funding is based on the Funding Guidelines for the Promotion of Equitable Participation of People with Migrant Background, which came into force on January 1, 2023. These guidelines are a further development of the Hamburg Integration Concept from 2017 and are supplemented by general budgetary and administrative procedural provisions.
