The program provides seed funding in the form of a grant for project funding. The funding amounts to up to 40% of the eligible total expenses, with obligatory co-financing. The funding period for model projects is generally 36 to 48 months.

Conditions and Requirements

Eligible projects must be innovative and go beyond existing university offerings. They require a needs analysis before the project begins and should ensure the long-term continued use of results without ESF funding. In addition, cross-cutting EU principles such as equality and sustainability must be observed.

Application Process

Applications can be submitted at any time during the period 2022–2027, with an annual approval round taking place and the application deadline ending on September 30 of the preceding year before project start. Submission is electronic and in writing via the university management. Project selection is made by an approval committee based on transparent selection criteria.

The program is based on the funding principles of the Hessian Ministry of Higher Education, Research and the Arts from July 22, 2022, and is anchored within the ESF+ Framework Guideline for Hesse. It is a discretionary funding program without a legal right to the grant.
