The Union Civil Protection Mechanism is a key instrument for strengthening cooperation in civil protection within and outside the EU. The Union Civil Protection Mechanism primarily offers financial support in the form of grants. Significant funding is foreseen for the 2021-2027 period, supplemented by funds from the European Union Recovery Instrument. Funding rates vary depending on the type of measure and can amount to up to 100% of eligible costs.

Conditions and Requirements

The program is subject to specific conditions regarding application, consortium cooperation, budget management, and transparency of EU funds. It promotes strong cooperation between Member States and international actors in civil protection.

Application Procedure

The application procedure generally involves calls for proposals published by the Commission. If necessary, direct assistance requests can be made via the ERCC. The selection and deployment of capacities are coordinated by the Commission in close consultation with the Member States.

The Union Civil Protection Mechanism is legally enshrined in Regulation (EU) 2021/836, which establishes the framework for cooperation and financial support in civil protection. This Regulation replaces previous regulations and details the objectives and scope of the Mechanism.
