European Union Member States, as well as third countries associated with the SME Pillar of the Single Market Programme (SMP) or those in ongoing SMP Association Agreement negotiations (e.g., Iceland, Lichtenstein, Norway, Kosovo, Serbia, North Macedonia, Montenegro, Turkey, Bosnia and Herzegovina). Consortiums must include a minimum of 3 cluster organizations or networks from at least 3 different EU Member States, with at least one partner from a less developed region of an EU Member State. At least 10% of supported SMEs must come from EU regions different from the Eurocluster partners' countries, with specific attention to EU-13 countries and regions without prior cooperation.
