EU Member States, third countries associated to the SME Pillar of the Single Market Programme (SMP), and third countries in ongoing negotiations for an SMP Association Agreement (e.g., Kosovo, Serbia, North Macedonia, Montenegro, Turkey, Bosnia and Herzegovina, Iceland, Liechtenstein, Norway). Projects must involve at least one partner from a less developed region of an EU Member State. Calls for financial support to third parties must have an EU dimension, with at least 10% of supported SMEs coming from EU regions different from the Eurocluster partners' countries, paying specific attention to EU-13 countries and regions with no prior cooperation.
