The program covers EU Member States, as well as third countries associated with the SME Pillar of the Single Market Programme (SMP) or those in ongoing negotiations for an SMP Association Agreement (e.g., Iceland, Lichtenstein, Norway, Kosovo, Serbia, North Macedonia, Montenegro, Turkey, Bosnia and Herzegovina). Calls for SMEs must have an EU dimension, with specific attention to engaging actors from EU-13 countries and regions with different levels of economic development, and at least 10% of supported SMEs must originate from EU regions different from the Eurocluster partners' countries.
