Third countries with ongoing SMP association negotiations at the call deadline (e.g., Kosovo, Serbia, North Macedonia, Montenegro, Turkey, Bosnia and Herzegovina) are also eligible if the agreement enters into force before grant signature. Projects must include partners from at least three different EU Member States, with one partner from a less developed EU region.
