Forestry Funding
The State of Hesse supports projects for the development of an efficient, climate-adapted, and near-natural forestry sector in private and corporate forests. Funding is provided as a grant and serves to ensure biodiversity, strengthen forestry associations, and improve infrastructure. It combines funds from the Federal-Länder Joint Task "Improvement of Agricultural Structure and Coastal Protection" (GAK) and the European Agricultural Fund for Rural Development (EAFRD).
Who is funded?
Forestry funding in Hesse is aimed at owners of forestry areas as well as forestry associations. The goal is to support efficient, climate-adapted, and near-natural forestry and to preserve and improve biodiversity in rural areas. Measures can be carried out in private and corporate forests.
What is funded?
The program supports a variety of forestry measures that contribute to sustainable and climate-adapted forest management. These include initial afforestation, near-natural forest management, the promotion of forestry associations, the expansion of forestry infrastructure, and emergency measures in the event of calamities.
Type and Scope of Funding
Funding is granted as a non-repayable grant, with the amount depending on the respective measure and provided as a co-financing or fixed-rate financing. The funding amount varies between 7% and 100% of the eligible expenditures, with specific fixed amounts for certain services. Individual funding can run for up to 10 years, but no overall project duration is specified for the entire program.
Conditions and Requirements
Funding is subject to various conditions, including the necessity of a professional opinion for most measures, compliance with de minimis thresholds, and commitment periods. Furthermore, state aid regulations, particularly the De Minimis Regulation for certain funding sections, must be observed. Own contributions can be recognized under certain conditions, while multiple funding for the same measure is excluded.
Application Process
The application for forestry funding must be submitted in writing via the application portal of the Darmstadt Regional Council before the start of the measure. There are specific application deadlines for various measures, while others can be applied for at any time. Project selection is at the discretion of the approving authority based on project selection criteria and includes extensive controls.
Legal Basis
Forestry funding in Hesse is based on the Directive for Forestry Funding of April 30, 2018, which is legitimized by the Hessian Forest Act and other national and EU regulations. This comprehensive legal basis ensures compliance with funding objectives and requirements, particularly considering EU state aid rules and transparency requirements.
