Granting of Subsidies from the Federal Special Program "Stadt und Land" in Schleswig-Holstein

The funding program is explicitly aimed at municipal bodies in Schleswig-Holstein. The goal is to support investments in cycling infrastructure to make cycling safer, more comfortable, and more attractive. This contributes to shifting traffic to bicycles and increasing road safety.

The funding program supports a wide range of investments in cycling infrastructure. This includes the new construction, reconstruction, and expansion of cycle paths, improving safety at junctions, creating bicycle parking facilities, and developing necessary cycling concepts. Only measures that serve cycling infrastructure and meet specific technical and construction requirements are funded.

Funding is provided as a non-repayable grant for project funding. The funding rate is generally up to 75 percent of the eligible costs but can be increased to up to 90 percent for financially weaker municipalities. A de minimis threshold of 7,500 Euros must be observed, with exceptions possible for smaller measures such as bicycle stands and service stations.

The granting of the subsidy is tied to various conditions, including compliance with legal, technical, and financial requirements. The measures must be carried out within the framework of an integrated transport concept and must not have already been funded by other federal or EU programs. In addition, accessibility, economic efficiency, and cost-effectiveness must be ensured.

The application must be submitted in writing and in full to the Ministry of Economic Affairs, Transport, Labor, Technology and Tourism before the start of the measure. The selection process is at the discretion of the granting authority, which aims for a balanced distribution of funds between urban and rural regions.

The funding program is based on a guideline from the Ministry of Economic Affairs, Transport, Labor, Technology and Tourism Schleswig-Holstein. It is supported by federal financial assistance according to Article 104b of the Basic Law and takes into account the administrative agreements for the special program "Stadt und Land" as well as the State Budget Ordinance of Schleswig-Holstein.
