Decentralized Residential, Care, and Workshop Services for People with Disabilities

This funding program of the State of Baden-Württemberg supports investments in creating an inclusive and needs-based infrastructure for people with disabilities. Eligible applicants include non-profit and public sponsors of facilities for people with disabilities in Baden-Württemberg, whose projects promote social participation and equal living conditions.

The program funds a variety of investments for the creation, expansion, conversion, modernization, or replacement new construction of residential and care services, as well as workshops for people with disabilities. Innovative inclusive employment and day care services are also supported. There are clear guidelines on eligible and excluded costs, as well as preferred project phases, to ensure a sustainable and needs-based infrastructure.

Funding is provided as project funding through partial financing in the form of grants. The amount of the grant varies depending on the type of measure and the recognized eligible expenditures. The program is active until June 30, 2025.

The funding program is subject to specific conditions and requirements, ranging from the necessity of the project to self-financing participation. Applicants must submit comprehensive concepts and obtain the approval of the respective districts. Certain budget and commitment regulations must be observed to ensure the long-term use and safeguarding of the funded projects.

Applications for grants must be submitted to the Kommunalverband für Jugend und Soziales Baden-Württemberg (KVJS) before the start of the measure. The process includes the creation of a funding program based on the applications and a funding recommendation, which leads to approval by the Ministry of Social Affairs and the KVJS. Disbursement is made according to construction progress upon request.

The funding program is based on a specific administrative regulation of the Ministry of Social Affairs Baden-Württemberg, which defines the legal framework for the funding of decentralized residential, care, and workshop services for people with disabilities. It integrates requirements from the UN Convention on the Rights of Persons with Disabilities and the Federal Participation Act and regulates the approval of grants from state funds as well as funds from the equalization levy.
