Funding for New Outpatient-Assisted Shared Living Facilities and Projects to Improve Quality of Life and Framework Conditions in Care (Care Funding Guideline – WoLeRaF) Open
The Free State of Bavaria supports the establishment and expansion of new outpatient-assisted shared living facilities for adults in need of care, as well as the creation of short-term care places, through its Care Funding Guideline (WoLeRaF). Additionally, individual projects aimed at improving the quality of life and framework conditions in care are funded. The program seeks to promote innovative care models and adaptation to demographic changes.
Who is Funded?
The Care Funding Guideline (WoLeRaF) of the Free State of Bavaria is aimed at initiators of new outpatient-assisted shared living facilities, operators of full-time inpatient and inpatient care facilities, and institutions dedicated to the scientific support of care projects. Funding is limited to projects within Bavaria and aims to improve the quality of life and framework conditions in care, particularly through the expansion of alternative living arrangements and the strengthening of short-term care.
What is Funded?
The funding program specifically supports the establishment of new outpatient-assisted shared living facilities, the creation of short-term care places in full-time inpatient facilities, and innovative individual projects to improve care. It covers personnel and material expenses but no construction measures. Projects can encompass various development stages, from concept development to implementation and evaluation.
Type and Scope of Funding
Funding is provided as a grant (fixed-rate financing) within the framework of project funding. The maximum funding rate is up to 90 percent of the eligible expenses. The maximum funding amount varies depending on the project between 25,000 Euros and 100,000 Euros per project, with specific maximum limits applying per place and year for short-term care places. The approval periods range from 24 to a maximum of 36 months.
Conditions and Requirements
Applicants must provide project-specific concepts and evidence, such as ensuring self-determination in shared living facilities or proof of need for short-term care places. Projects must be practical and meet professional standards. There are clear de minimis thresholds for eligible expenses and a prohibition of double funding.
Application Procedure
The application procedure is carried out using specific forms available online. Responsibility for receiving applications varies depending on the project: The Bavarian State Office for Nursing (LfP) is responsible for shared living facilities and short-term care places, while the Bavarian State Ministry of Health, Care and Prevention is responsible for individual projects. The LfP acts as the granting authority.
Legal Basis
The Care Funding Guideline (WoLeRaF) is the central legal basis of the program, promulgated by the Bavarian State Ministry of Health and Care. It is based on general budgetary provisions of the Free State of Bavaria. Official texts are accessible via the website of the State Ministry of Health and Care.
