The state of Saxony-Anhalt, together with the federal government and the European Union, supports measures to strengthen rural areas. If you are planning projects for the development of rural areas, you may be eligible for a non-repayable grant under certain conditions. The funding covers a wide range of projects, from infrastructure improvements to strengthening local communities.

Who is Funded

The Regional Rural Development Program in Saxony-Anhalt targets a wide range of applicants in rural areas who are planning measures to strengthen regional economic power and improve quality of life. The funding aims to support both public and private initiatives that preserve and further develop the rural character. The funding areas are specifically limited to rural municipalities and districts within Saxony-Anhalt, with exceptions for the largest cities.

What is Funded

The funding program supports a variety of measures aimed at developing and strengthening rural areas in Saxony-Anhalt. These include infrastructure projects such as rural road construction, land readjustment measures, village renewal including tourist infrastructure, the construction and modernization of sports facilities and fire stations, and the establishment of local basic services.

Type and Scope of Funding

The funding program offers non-repayable grants, the amount of which depends on the specific measure, the applicant type, and the connection to overarching development concepts. The funding intensity varies, but can receive bonuses under certain conditions. The funded investments are also subject to fixed dedication periods.

Conditions and Requirements

To receive funding, applicants must meet a series of conditions and specific requirements. These include criteria for eligibility, geographical restrictions, compliance with EU state aid rules such as the De-minimis Regulation, as well as detailed specifications for budgeting and project implementation. Transparency obligations and consideration of gender equality and accessibility aspects must also be observed.

Application Procedure

Applications for funding must be submitted in writing to the competent granting authority, the Office for Agriculture, Land Consolidation and Forests (ALFF). For certain funding areas, specific application deadlines are provided, whose dates are announced online. The selection of projects is based on defined criteria and scoring systems, with recommendations from local action groups potentially playing a role.

The funding "Regional Rural Development (Guidelines RELE 2014–2020)" is based on a comprehensive legal foundation that includes both state and federal laws as well as a variety of EU regulations, particularly those concerning the European Agricultural Fund for Rural Development (EAFRD) and general provisions for EU structural funds.
