Funding for Concepts, Pilot and Model Projects within the Social Housing Promotion Framework and Extension by Provisions for the Special Contingent "Energy-Efficient Urban Renewal"
The state of Schleswig-Holstein supports municipalities in the sustainable modernization of residential buildings and the implementation of energy efficiency and climate protection measures. This funding program offers grants for concepts, pilot and model projects, as well as for measures related to energy-efficient urban renewal. It aims to promote innovative approaches in social housing and neighborhood development.
Who is Funded
This funding program is aimed at municipalities in Schleswig-Holstein that are planning projects for the sustainable modernization of residential buildings, energy saving, climate protection in the housing sector, and energy-efficient urban renewal. It aims to support the goals of social housing promotion and implement innovative concepts.
What is Funded
The program funds two main types of measures: expert opinions, concepts and preliminary studies (Program Part A), and specific measures under the special contingent “Energy-Efficient Urban Renewal” (Program Part B). The funding focuses on innovative approaches to energy efficiency and climate protection in the housing sector, as well as supporting social housing promotion.
Type and Scope of Funding
Funding is exclusively in the form of grants. The amount of the grant varies depending on the program part and can be up to 95 percent of the total costs. There are minimum funding amounts and specific regulations for municipalities with deficit allocations.
Conditions and Requirements
Specific conditions apply to the application and implementation of projects. These include submitting the application before the start of the measures, detailed content specifications in the application, proof of a positive KfW approval for Part B, and compliance with information and verification obligations. A processing fee is also incurred.
Application Procedure
The application procedure varies depending on the program part. In principle, the application must be submitted before the start of the measure. Evaluation and approval are carried out by the Ministry or Investitionsbank Schleswig-Holstein, with a prior positive KfW approval being necessary for Part B.
Legal Basis
The funding is based on the directive of the Ministry of Interior Schleswig-Holstein, which is authorized by the Schleswig-Holstein Housing Promotion Act (SHWoFG). These regulations form the legal basis for the implementation and administration of the funding program.
