Funding for Special Broadcast Programs

This funding program targets providers and communities of broadcasting programs in Bavaria, particularly small and medium-sized enterprises and non-profit organizations. The funding aims to strengthen the diversity and quality of broadcasting content with cultural, ecclesiastical, social, and economic focuses within Bavaria.

The program supports the production of elaborate broadcasting services in Bavaria that primarily deal with cultural, ecclesiastical, social, or economic topics. Primarily new and in-house productions are funded, with only direct production costs considered eligible and certain types of costs explicitly excluded.

The funding is granted as a subsidy within the framework of project or fixed-amount financing. The maximum funding amount is up to two-thirds of the eligible costs, with funding limits possibly being set depending on the budgetary situation. The funding period covers one calendar year each.

Specific conditions apply to funding regarding program content, production location, and type of costs. There are special regulations for applications by provider companies and exclusions for economically insignificant projects or incorrect use of funds.

The application procedure is handled by the Bavarian Regulatory Authority for New Media (BLM) and requires the submission of detailed project descriptions and financial plans. The decision on funding applications is made by a specialized committee of the BLM, based on an examination by the Regulatory Authority. The disbursement of funds occurs in partial payments upon proof of broadcast, and appropriate use must be demonstrated through economic and programmatic evidence.

The funding program is based on the Guideline for the Promotion of Special Broadcasting Programs under the Bavarian Media Act (PFR) from 2003, which is supplemented by further provisions of the BayMG and the Bavarian Budget Code.
