Guidelines Deutschlandticket-Equitable Payments Public Transport LSA 2024

This funding program targets public transport authorities and transport companies in public local transport (ÖPNV) as well as regional rail passenger transport (SPNV) in Saxony-Anhalt. It aims to compensate for financial disadvantages that have arisen or will yet arise due to the introduction of the Deutschlandticket in 2024.

The funding program covers specific financial losses and additional costs incurred by the introduction of the Deutschlandticket in 2024 in public local transport (ÖPNV) in Saxony-Anhalt. The measures focus on compensating for revenue shortfalls and covering sales expenses.

This program grants financial support in the form of a grant, covering 100 percent of the proven and compensable expenses. The calculation of the amounts to be reimbursed is carried out in detail based on fare revenue losses, reduced compensation payments, and additional sales costs.

Specific conditions must be met for applying for and receiving the equitable payments, particularly regarding participation in the Deutschlandticket revenue sharing, data provision, and ensuring the exclusion of overcompensation. Deadlines for application and proof of expenses must also be observed.

The application for equitable payments must be submitted in writing to Nahverkehrsservice Sachsen-Anhalt GmbH (NASA GmbH). Specific forms must be used, and forecasts of the prospective uncovered expenses must be enclosed. Advance payments are possible under certain conditions.

The equitable payments are based on the State Budget Ordinance of Saxony-Anhalt and are legitimized by specific guidelines for 2024, which regulate the compensation of uncovered expenses in public local transport in connection with the Deutschlandticket.
