Who is Funded?

This funding program is aimed at commercial enterprises and liberal professionals in the Free State of Saxony. It supports projects that are economically eligible for funding, especially when there is insufficient collateral for an unguaranteed loan. The geographical focus is exclusively on Saxony.

What is Funded?

The Saxony Guarantee Program supports a variety of projects in commercial enterprises and for liberal professionals. It covers investments, working capital, and business successions, with the guarantees designed as default guarantees. Sensitive sectors, as well as housing and urban development and primary agricultural and forestry production, are excluded from funding.

Type and Scope of Funding

The Saxony State Guarantee Program offers default guarantees for securing loans. The guarantee amount can be up to 80 percent of the guaranteed loan sum, with terms varying depending on the purpose. Fees incurred for the program include a one-time application fee and ongoing annual fees.

Conditions and Requirements

Specific legal, economic, and state aid requirements apply for claiming Saxon guarantees. These include criteria for the trustworthiness of applicants, the handling of collateral, and compliance with EU state aid regulations, particularly the De minimis Regulation and the General Block Exemption Regulation.

Application Process

The application for the Saxony Guarantee Program is submitted to Sächsische Aufbaubank (SAB) via the house bank or another capital pooling institution. An inter-ministerial guarantee committee examines the applications before the State Ministry of Finance decides on the counter-guarantee and the SAB approves the guarantee.

The Saxony State Guarantee Program is based on the Guideline of the Saxon State Ministry of Finance of February 9, 2024. It is also subject to the provisions of the respective budget law and relevant EU regulations for state aid, particularly the De minimis Regulation and the General Block Exemption Regulation.
