Funding for Measures under the Mobility Promotion Act

This program is aimed at Hessian municipalities, districts, municipal associations, transport associations, transport companies and other project sponsors in public transport (ÖPNV) and municipal road construction (KSB). The goal is to improve traffic conditions and promote sustainable mobility development in Hesse.

The program supports a variety of infrastructure measures in public transport (ÖPNV) and municipal road construction (KSB). This includes the construction and expansion of transport routes, stops, acceleration and information systems, the procurement of electric vehicles, and the retrofitting of relevant infrastructure. Measures to improve cycling and pedestrian traffic, car-sharing stations, and connections to freight transport centers are also eligible for funding.

Funding is provided in the form of non-repayable grants. The funding rates vary depending on the type of measure and can amount to up to 85% of the eligible expenses. For some measures, such as the procurement of electric vehicles or retrofits, specific maximum funding amounts or percentages of the additional investment costs are set.

Specific legal, administrative, and operational conditions apply to the funding. This includes compliance with public procurement regulations, the need for economic efficiency analyses for larger projects, and rules on cumulation with other funding. Construction may only begin after receipt of the grant decision.

The application procedure is predominantly two-stage, beginning with a registration of the funding measure. For certain measures, such as the procurement of electric vehicles or the retrofitting of depots, a one-stage procedure is provided. Applications are submitted in writing to the competent approval bodies.

The funding program is based on the Hessian Mobility Promotion Act (MobFöG) and the corresponding guidelines. It is subject to the budgetary principles of the State of Hesse as well as specific EU state aid regulations.
