Who is Funded
This funding program targets Hessian municipalities and municipal associations that wish to implement projects for sustainable urban development. What is Funded
The funding covers a wide range of measures serving sustainable urban development, from preparatory planning to construction projects, as well as management and public relations work. Both public and, in certain cases, private measures that contribute to achieving the program's objectives are supported. There are detailed specifications for eligible and non-eligible costs.
Type and Scope of Funding
The State of Hesse grants non-repayable subsidies under this program. The funding amount is generally two-thirds of the eligible expenses but can be increased to up to 90 percent in justified exceptional cases. The funding period for the overall measures is limited to ten years, with different commitment periods applying to specific measures.
Conditions and Prerequisites
To receive funding, municipalities and associations must meet certain conditions that concern both the overall measure and individual projects. These include inclusion in a funding program, the development of development concepts, and the establishment of management structures. Furthermore, reporting obligations and procurement regulations must be observed to ensure transparent and compliant use of funds.
Application Procedure
The application procedure is designed in two stages: first, the inclusion of the overall measure in an urban development funding program is applied for, followed by an annual application for the specific individual measures. Approval is granted after reviewing the documents and within the framework of available budget funds, whereby compliance with comprehensive reporting obligations is of great importance.

The funding for sustainable urban development in Hesse is based on the Guideline of the State of Hesse for the Promotion of Sustainable Urban Development (RiLiSE) of November 16, 2023. This guideline sets out the specific framework conditions and procedures for granting subsidies provided from state and federal funds.
