The funding program of the State of Lower Saxony was aimed at various legal and natural persons as well as partnerships who wished to create dormitory places for students and apprentices. The focus was on providing occupancy- and rent-controlled housing, particularly at university locations within Lower Saxony.

The funding program supported construction measures for the creation of dormitory places for students and apprentices. Both new construction and the alteration or extension of existing buildings were funded to provide rent-controlled housing.

Type and Scope of Funding

Funding was provided in the form of a loan, the amount of which was defined per dormitory place. The program also included an attractive repayment discount to ease repayment conditions.

Conditions and Requirements

Specific conditions applied to the funding regarding the location, size, and number of housing units to be created, as well as the required own contributions. All projects also had to comply with the Housing Promotion Regulations (WFB).

Application Procedure and Contacts

Applications for the program had to be submitted to the responsible local housing promotion agencies before the start of construction or the conclusion of a purchase agreement. Additional information and advice were offered by the Investment and Development Bank of Lower Saxony (NBank).

Legal Basis and Validity

The funding program was based on the guidelines of the Lower Saxony Ministry for Environment, Energy, Building and Climate Protection from 2019, which were adapted multiple times. The validity of these guidelines was limited until the end of 2024.
