The state of Lower Saxony promotes the creation and modernization of owner-occupied housing as part of the 2019 Housing Promotion Program. This program is specifically tailored to households with children or people with disabilities and offers financial support through loans and grants.

What is funded?

The funding covers measures in the area of owner-occupied housing, specifically new construction, acquisition, and modernization of living space. A special focus is on energy-efficient modernization, which is funded based on the Building Energy Act (GEG). The funding requirement for the measures must be at least EUR 10,000.

Type and Scope of Funding

Funding is provided in the form of loans and supplementary grants. The amount of the loans varies depending on the measure and household composition, with additional amounts and grants provided for children and people with disabilities.

Conditions and Requirements

Applicants must meet various requirements, including compliance with income limits, appropriate apartment size, and the ability to bear the burdens in the long term. Own contributions must also be provided, and a minimum funding requirement of EUR 10,000 is necessary.

Application Procedure

Applications must be submitted to the responsible housing promotion offices in the municipal, city, or district administrations before the start of construction or conclusion of the purchase agreement. The necessary documents and further information are available online or can be obtained from the Investment and Promotional Bank of Lower Saxony (NBank).

The Housing Promotion – Homeownership Support is based on the directive of the Ministry for Environment, Energy, Building and Climate Protection dated July 2, 2019, which establishes the basic Housing Promotion Regulations (WFB). This directive was last amended in November 2021 and is supplemented by an information sheet from the Investment and Promotional Bank of Lower Saxony (NBank). Specific energy-efficient modernizations are additionally subject to the provisions of the Building Energy Act (GEG).
