Funding Guideline Public Housing in North Rhine-Westphalia 2024 – Promoting Owner-Occupied Housing

This funding program targets private individuals and households who wish to create or acquire owner-occupied housing in North Rhine-Westphalia and cannot adequately secure housing without support. The funding aims to support families, single parents, pregnant individuals, elderly people, and people with disabilities, as well as apprentices and students. Measures must be implemented within North Rhine-Westphalia to be eligible for funding. The overarching goal is the creation and maintenance of modern, barrier-free, climate protection-oriented, and affordable housing.

The program supports various measures in the field of owner-occupied residential property, including new construction, the initial or existing acquisition of apartments and houses, and modernization measures. Associated construction and ancillary construction costs are eligible for funding, while compliance with specific energy standards and barrier-free access further expands funding opportunities. However, certain heating systems or modernizations without added value for barrier-free access are excluded from funding.

Funding is primarily provided in the form of loans. The amount of the loans is variable and depends on various criteria such as income, household size, and property location. In addition to basic loans, additional loans are available for specific features such as family bonuses, barrier-free construction, or energy efficiency. The loans offer favorable interest rates and amortization reductions, which are intended to reduce the financial burden for beneficiaries.

To receive funding, applicants must meet a series of conditions, ranging from equity contribution and compliance with building regulations to securing overall financing. Special rules apply to the earmarking of subsidized housing and the affordability of the financial burden. The program is permissible under state aid law and considers sustainable construction methods.

The application for funding must be submitted in writing or electronically to the responsible authorities, ideally before the start of the construction project or the purchase of the property. The approval authorities comprehensively review the applications, with NRW.BANK involved in the credit decision. There is no legal entitlement to funding; approval is granted at the discretion of the authorities and within the framework of available budget funds.

The funding is based on the Funding Guideline Public Housing in North Rhine-Westphalia 2024. This guideline is supplemented by the Law for the Promotion and Use of Housing in the State of North Rhine-Westphalia and further building law and energy regulations.
