IBB New Housing Construction Fund – Social Housing Promotion for Rental and Cooperative Housing in Berlin

The program targets owners and authorized persons who wish to create social rental and cooperative housing in Berlin. The goal is the sustainable increase of housing supply, especially for low-income households, and the strengthening of socially stable resident structures in the State of Berlin.

The program promotes the creation of affordable housing in multi-story residential buildings through new construction, expansion or conversion of existing buildings, changes of use, and the purchase of newly built properties. Additionally, extra grants are provided for special measures such as elevator systems, barrier-free construction, and climate-friendly housing construction.

Funding is primarily provided in the form of interest-free loans and one-time grants. The loan amount depends on the land value and the chosen funding model, with a maximum term of 30 years. Additionally, there are regulations regarding interest, repayment, and an administration fee.

The program is subject to strict conditions, including occupancy and rent commitments for 30 years, the obligation to ensure overall financing, and compliance with state aid regulations. Additionally, certain technical and quality standards must be met.

The application process begins with an informal application for program admission to the Senate Department for Urban Development, Building and Housing. The decision on approval and the administration of funding rests with Investitionsbank Berlin (IBB). Comprehensive proof of use must be provided after disbursement.

The funding program is based on the Administrative Regulations for the Social Housing Promotion of Rental and Cooperative Housing in Berlin (WFB 2023). It is embedded within broader legal frameworks and state aid regulations that govern the implementation and legitimacy of the funding.
