IBB Social Housing Modernization Open
The State of Berlin supports the energy-efficient renovation of rental housing stock to increase energy efficiency and reduce CO2 emissions. This program, SWM 2023, aims to achieve climate policy goals while ensuring the preservation of affordable housing in Berlin. It is aimed at owners and authorized persons planning comprehensive modernization measures.
Who is funded
This funding program is aimed at owners and other authorized persons of rental housing stock in the State of Berlin. The goal is to support investments in energy-efficient renovation while ensuring the preservation of affordable housing.
What is funded
The program funds structural and plant engineering measures for the comprehensive energy-efficient renovation of rental apartments in existing buildings. Additional modernization measures and costs for special building fabric are also eligible for funding.
Type and Extent of Funding
Funding is provided as a non-repayable grant, the amount of which depends on the achieved efficiency house level per square meter of living space. Up to 100 percent of the investment costs can be funded, with a minimum funding amount of 250,000 euros.
Conditions and Requirements
Funding is subject to various conditions, including compliance with technical minimum requirements and the establishment of rent price and occupancy restrictions. State aid provisions and specific requirements for tenant households also apply.
Application Procedure
The application for funding must be submitted to Investitionsbank Berlin (IBB) before the start of construction. An energy efficiency expert must be involved in the planning and implementation of the project. The IBB reviews the applications and decides on the approval of the funding.
Legal Basis
The funding guidelines are based on the "Administrative Regulations for the Implementation of a Project Call for the Preservation of Affordable Housing in the Context of Energy Modernization of Rental Housing Stock in Berlin (Social Housing Modernization 2023 – SWM 2023)". They are embedded in the Housing Promotion Act and other relevant laws and ordinances.
