Participation of Immigrants and Social Cohesion

The funding program of the State of Lower Saxony is aimed at local authorities, their associations, and non-profit legal entities that are committed to the equal participation of immigrants and social cohesion. Funding is limited to projects within Lower Saxony and aims to support peaceful coexistence and strengthen society.

The program supports projects focused on the integration of immigrants and strengthening social cohesion in Lower Saxony. Eligible projects cover various priorities, from participation in all areas of society to promoting tolerance and the values of the free democratic basic order. The grant covers personnel and material expenses, with voluntary engagement also recognized as notional expenditure.

Financial support is provided as a non-repayable grant, which can cover up to 80% of the total eligible expenses. The program was time-limited and ended on December 31, 2024, with a minimum grant of 2,500 EUR foreseen for local authorities.

To receive funding, applicants had to submit a detailed, targeted concept that included a comprehensive project description and measurable indicators for achieving objectives. There was no mandatory requirement for consortia, but participation in subsequent evaluations was mandatory.

The application for funding had to be submitted to the Lower Saxony State Office for Social Affairs, Youth and Family. Approval was granted at the discretion of the authority and within the framework of available budget funds, meaning there was no legal entitlement to a grant.

The funding program was based on the "Guideline on the Granting of Subsidies for the Promotion of Participation of Immigrants and Social Cohesion," issued by the Lower Saxony Ministry of Social Affairs. This guideline set out the basic conditions for funding and refers to the general administrative regulations on the state budget order.
