Funding for the Participation of People with Disabilities through the Development of Local Inclusion Management using European Social Fund Plus Resources in Saxony-Anhalt for the 2021-2027 Funding Period (Local Inclusion Management Guideline)

The "Local Inclusion Management Guideline" program of the State of Saxony-Anhalt, financed by funds from the European Social Fund Plus (ESF+), supports municipalities in developing and implementing an inclusive social environment for people with disabilities. The goal is to create comprehensive conditions for participation at the local level.

Projects focusing on the development and implementation of local inclusion management, as well as the associated hiring of inclusion managers, are funded. The program is divided into two pillars of action and covers both personnel and project-related material expenses.

The program offers financial support in the form of a non-repayable grant, covering up to 95 percent of eligible total expenses. Projects are generally designed for a duration of 60 months.

The granting of subsidies is tied to specific legal, administrative, and substantive conditions to ensure the expediency and efficiency of the projects. These include integration into regional inclusion strategies, qualification requirements for inclusion managers, and extensive audit and publicity obligations.

The application procedure takes place via Investitionsbank Sachsen-Anhalt, with project selection following different procedures for districts/independent cities and municipalities within districts. The quality of the project concept is a central criterion.

The funding program is authorized by a specific guideline of the State of Saxony-Anhalt and is subject to several overarching legal frameworks, ranging from EU regulations to state budget regulations.
