Training and Further Education as well as Innovative Measures in the Wastewater Sector (AbwInnovRL)
The AbwInnovRL directive of the Free State of Thuringia supported measures for the preservation and improvement of water quality. The program promoted innovative approaches in the wastewater sector as well as the training and further education of qualified specialist personnel in wastewater treatment plants to permanently ensure their proper functioning.

Type and Scope of Funding
Funding was provided as a non-repayable grant, primarily as co-financing for projects and fixed-amount financing for training. Funding rates varied depending on the type of measure from 50% up to 100%, supplemented by specific flat rates for training years.
Conditions and Requirements
Applicants had to ensure that the measure had not yet commenced. For pilot plants, water law permits and preliminary planning documents were required; for pilot projects and further education measures, corresponding concepts were necessary. Additionally, the De minimis rule and regulations regarding double funding applied.
Application Procedure
The application process required prior expert approval from the responsible ministry for pilot projects and plants, followed by submission to the Thuringian Reconstruction Bank at least eight weeks before the start of the measure. Approval was granted by written notice.
Legal Basis
The funding guideline "AbwInnovRL" regulated the allocation of grants for water management measures in Thuringia for the preservation and improvement of water quality. It was based on the State Budget Law, the Thuringian State Budget Ordinance, and the Wastewater Charge Act, and took into account the EU De minimis Regulation.
