This funding program is aimed at legal entities under public and private law that offer literacy courses in Bavaria. The goal is to support asylum seekers, tolerated persons, and recognized asylum seekers residing in Bavaria to improve their reading and writing skills and enable social and professional participation.

What is Funded: Course Content and Costs

The program funds the implementation of literacy courses primarily aimed at imparting and improving reading and writing skills in the German language. In addition to the pure teaching units, additional hours for project management and socio-pedagogical support as well as material costs can also be subsidized. Costs for the qualification of teaching staff are not eligible for funding.

Type and Scope of Funding

Funding is provided as a non-repayable grant within the framework of co-financing. A maximum of 90 percent of the eligible expenses can be subsidized, with a co-payment of at least 10 percent of the project costs to be provided. The courses can have a duration of 100, 200, or 300 teaching units, and the funding period was limited to the calendar year 2023.

Conditions and Requirements for Funding

To receive funding, applicants must meet certain substantive and formal conditions. These include the submission of a coherent course concept, adherence to a minimum number of participants, and the qualification of the employed teaching staff. Documentation of learning progress and hours completed are also essential components of the requirements.

Application Procedure: Step-by-Step to the Grant

The application for funding must be submitted to the Government of Lower Bavaria at least two weeks before the planned start of the course. A detailed cost and financing plan is required for calculation and settlement. After completion of the course, proof of use must be provided.

The funding program is based on the funding cornerstones of the model project "Literacy Courses for Asylum Seekers" dated November 14, 2022. The implementation and administration of the funding are subject to the general budgetary provisions of the Free State of Bavaria as well as the General Ancillary Provisions for Grants for Project Funding.
