Last updated: 16.6.2025

The State of Lower Saxony offers a grant to promote everyday support services and innovative pilot projects in the care sector. The program aims to sustainably expand and secure local and needs-based care, particularly by strengthening volunteer structures and testing new concepts.

Who is funded?

This program supports various stakeholders in Lower Saxony dedicated to establishing and expanding local and needs-based care structures in the area of everyday support and care. Eligible to apply are natural persons, legal entities, and partnerships that provide everyday support services, promote neighborhood helpers, or wish to test innovative pilot projects. The overarching goal is to sustainably improve the care landscape in Lower Saxony.

What is funded?

The funding program focuses on a range of measures in the context of everyday support and care. This includes specific training and further education, measures for coordinating volunteer forces, and the establishment of care services. Additionally, projects for recruiting and networking neighborhood helpers, as well as innovative pilot projects for testing new care concepts, receive financial support.

Type and Extent of Funding

The funding program provides non-repayable grants. The amount of the grant is up to 50% of the eligible project-related personnel and material expenses. The funding is provided as co-financing, with co-financing by third parties and long-term care insurance foreseen. The duration of projects is generally limited to three, and a maximum of five years.

Conditions and Requirements

Specific conditions apply to the application and implementation of funded projects. These include the necessity of recognizing the support service, adherence to deadlines for certain projects, and the obligation to submit a financing plan. Decisions on funding applications are made in agreement with the state associations of long-term care insurance funds and the Association of Private Health Insurance e.V.

Application Procedure

The application procedure for funding everyday support and care pilot projects in Lower Saxony is clearly structured. Applicants must submit their documents to the Lower Saxony State Office for Social Affairs, Youth and Family before the start of the project, with different deadlines applying for initial and continuation applications. The approving authority decides on applications in agreement with the relevant long-term care insurance associations.

The funding program is based on a specific guideline from the Lower Saxony Ministry for Social Affairs, Labor, Health, and Equality and is linked to relevant paragraphs of the Social Code XI. It is a state-specific funding formalized by a circular decree.
