Migration Counseling for Adult Immigrants (MBE)

The Migration Counseling for Adult Immigrants (MBE) program aims to specifically initiate, steer, and accompany the integration process of migrants. Eligible applicants are nationwide umbrella organizations of independent welfare associations and comparable organizations that offer comprehensive counseling services for adult immigrants.

The program funds needs-based initial and individual case counseling as well as the support of immigrants according to socio-educational standards. This is complemented by social group work. Eligible expenses include personnel, rental, material, and administrative costs, as well as expenses for IT equipment, training and further education, language mediation, and group activities.

Funding is provided as a non-repayable grant within the framework of a modified fixed-rate financing. The federal grant amounts to a maximum of 90 percent of the eligible total expenses. The funding period is the respective calendar year, with the individual use of counseling limited to three years.

Specific conditions apply to the application and project implementation. These include ensuring a nationwide offering, non-profit status, and economical use of funding. Special rules for cooperation in networks and budget specifications must also be observed, as well as the prohibition of better remuneration for personnel.

The application for funding must be submitted through the central agency of the respective organization to the Federal Office for Migration and Refugees (BAMF). Deadlines for the submission of overall applications, as well as special deadlines for initial approval, must be observed. The procedure includes the coordination of staff and location overviews, and approval is granted by written grant notice.

The funding program for Migration Counseling for Adult Immigrants (MBE) is based on specific legal provisions and is regulated by funding guidelines of the Federal Ministry of the Interior and Community (BMI). The Federal Office for Migration and Refugees (BAMF) is the central approving authority, which also assumes the design and control of the program.
