Mobile Communications Funding Closed
The Mobile Communications Funding program by the Federal Ministry for Digital and Transport (BMDV) supports the construction and operation of passive mobile communication infrastructures in previously underserved areas of Germany. It closes profitability gaps to ensure nationwide 4G mobile coverage and relies on an Open Access model for mobile network operators. This program is a central element of the federal government's mobile communications strategy to close coverage gaps.
Who is funded
The mobile communications funding targets companies that promote the expansion and operation of passive mobile communication infrastructures in Germany. The goal is to close supply gaps to ensure nationwide mobile coverage with at least 4G. Eligible to apply are site operators, mobile network operators, and their consortia.
What is funded
The funding focuses on the expansion and development of passive mobile communication infrastructure. In particular, costs for the construction of mobile communication masts and their connection are considered to ensure a minimum 4G supply. The program addresses the areas of digitization, corporate finance, and infrastructure.
Type and Scope of Funding
The funding is provided as a non-repayable grant to close the profitability gap. The funding rate can be up to 99 percent of the eligible expenses. The period of purpose limitation for the funded infrastructure is seven years.
Conditions and Requirements
For the application and project implementation, specific conditions must be observed, including ensuring overall financing, compliance with technical standards, and guaranteeing open access to funded infrastructures. The funding is also subject to state aid regulations and other administrative provisions.
Application Process
The application process requires a successfully completed preparatory procedure. It is designed to be competitive and transparent, with calls for proposals published on a central internet platform. The selection of grant recipients is based on these calls for tenders.
Legal Basis
The funding program is based on the “Mobile Communications Funding” guideline of June 8, 2021, and is regulated by the Federal Budget Code and associated administrative regulations. The guideline was published in the Federal Gazette.
