The KommKlimaFöR program offers grants for diverse measures, from energy management systems to the renovation of public lighting, to reduce greenhouse gas emissions and address the challenges of climate change.

Who is funded

The Free State of Bavaria supports municipalities, their associations, and municipal enterprises in Bavaria, as well as partners of the Bavarian Climate Alliance, in carrying out climate protection and climate change adaptation projects. The funding aims to strengthen incentives for tapping into greenhouse gas reduction potentials and to enable the management of climate change consequences.

What is funded

The Municipal Climate Protection (KommKlimaFöR) funding program supports both strategic and investment projects in the areas of climate protection and climate change adaptation. This includes concepts such as energy management and mobility studies, as well as concrete implementation measures for greenhouse gas reduction and climate change adaptation.

Type and Scope of Funding

Funding is provided as project funding in the form of co-financing through a grant. The amount of the grant depends on the respective project and region, with funding rates of up to 90 percent of eligible expenses and maximum grants of up to 500,000 euros per project. Combination with federal and EU funding programs is possible under certain conditions.

Conditions and Requirements

Specific conditions apply to the application and implementation of projects under KommKlimaFöR. These include ensuring overall financing, adhering to tie-up periods for fixed assets, and submitting technical certificates. State aid regulations, such as the de minimis rule, must also be observed.

Application Procedure

The application for the KommKlimaFöR must be submitted to the competent district government in Bavaria before the start of the project. The approval process includes the examination of the requirements by the granting authority and the decision within the framework of available budget funds. Proof of the use of funds must be submitted on time.

The basis for the Municipal Climate Protection (KommKlimaFöR) are the guidelines of the Bavarian State Ministry for Environment and Consumer Protection from December 2, 2022. The funding is based on constitutional tasks for climate protection and follows the budgetary provisions of the Free State of Bavaria.
