The state of Schleswig-Holstein promotes investments in municipal ports, including mooring and transshipment facilities, through grants. The aim is to improve the competitiveness and efficiency of ports as part of the public infrastructure, to strengthen shipping traffic and the maritime economy. The program is limited to projects in Schleswig-Holstein.

Who is funded?

This funding program is aimed at project sponsors in Schleswig-Holstein, preferably municipalities and municipal associations, but also tax-privileged legal and natural persons, and under certain conditions, profit-oriented legal persons. The program aims to maintain and strengthen the state's efficient port landscape to promote shipping traffic and the maritime economy.

What is funded?

The program specifically supports investments in public port infrastructure and related facilities in Schleswig-Holstein. This includes both new construction and modernization of existing facilities that are important for freight and passenger traffic, supply and disposal, and connection to transport networks. Costs for purely commercial or industrial facilities are not eligible for funding.

Type and Scope of Funding

Funding is provided as a non-repayable grant, designed as co-financing. The funding rate is generally 60 percent of the eligible expenses, but can increase to up to 90 percent under certain conditions. A minimum sum of 150,000 EUR in eligible expenses is required for each funded project. The commitment period for the funded projects is 15 years.

Conditions and Requirements

Certain conditions must be met to receive funding. These include demonstrating the necessity of the project, ensuring the financing of the own contribution and subsequent costs, and guaranteeing equal access for all users. In addition, specific EU state aid regulations and disclosure requirements apply.

Application Procedure

The application for municipal port construction measures must be submitted to Investitionsbank Schleswig-Holstein (IB.SH) before the start of the project. IB.SH is responsible for both advice prior to application and for approval and processing. The assessment of eligibility and deservingness is carried out according to the selection and funding principles of the State Economic Program (AFG LPW).

The funding of municipal port construction measures in Schleswig-Holstein is based on specific guidelines and comprehensive legal frameworks, including the State Budget Ordinance, the GRW Coordination Framework, and the EU's General Block Exemption Regulation.
