Measures for Nature Conservation and Landscape Management

The funding program of the state of Rhineland-Palatinate targets various implementing bodies in the field of nature conservation and landscape management. These include municipal bodies, operators of nature parks and biosphere reserves, as well as non-profit organizations and individuals who perform tasks in this sector. The funding aims to support the preservation and development of nature and landscape throughout the state.

The funding program supports a wide range of measures in nature conservation and landscape management in Rhineland-Palatinate. This includes the creation of landscape plans, specific protection, maintenance, and development measures for nature and landscape, as well as the implementation of action programs in nature parks and biosphere reserves. Measures for achieving goals in protected areas and legally protected biotopes, as well as within the framework of the state program "Aktion Grün" (Green Action), are also eligible for funding. Scientific studies, pilot projects, and public relations measures can also be supported.

Funding is provided in the form of a non-repayable grant as project funding. The amount of the grant varies depending on the type of measure and can range from 50 percent up to 100 percent of the eligible expenses. In the case of landscape plan creation, funding is limited to a maximum of EUR 40,000.

The funding is subject to specific technical and other requirements to ensure the sustainable success of nature conservation and landscape management measures. These include adherence to nature conservation standards, obtaining necessary permits, compliance with de minimis aid rules, and ensuring the sustainability of funded purposes. Additionally, there are regulations regarding accumulation with other funding programs and transparency.

The application for funding must generally be submitted before the start of the measure. The procedure varies depending on the competence of the approving authority (higher or supreme nature conservation authority) and must be submitted in writing. Applications must contain all necessary information for assessing the necessity and appropriateness of the grant.

The funding program for nature conservation and landscape management measures is based on the administrative regulation of the Ministry for Climate Protection, Environment, Energy and Mobility of July 11, 2022. It is embedded in the legal framework of the State Budget Ordinance (LHO), the State Nature Conservation Law (LNatSchG), and the Federal Nature Conservation Law (BNatSchG).
