Networked Mobility and Mobility Management (Funding Guideline Mobility Management)

The State of North Rhine-Westphalia supports municipalities, municipal associations, public bodies, chambers, companies, and research institutions in projects aimed at improving the mobility system and road safety, as well as reducing emissions. The funding aims to implement sustainable and efficient mobility solutions statewide.

The funding program supports a wide range of projects aimed at making the mobility system in North Rhine-Westphalia sustainable for the future. This includes the development of mobility concepts, scientific studies on future issues, digitalization measures, the expansion of infrastructure for networking transport modes, mobility management, the introduction of sharing services, measures to promote sustainable urban logistics, and evaluations.

Funding is primarily provided as a grant, with the amount of funding varying depending on the project and type of expenses. Generally, up to 80 percent of eligible expenses are funded; in certain areas, full financing is even possible.

To receive funding, applicants must meet various conditions related to technical standards, ensuring building rights and land acquisition, coordination with relevant competence centers, and compliance with state aid regulations. There are also special rules for own contributions and data handling.

The application for funding must be submitted annually by June 30th for the following year to the responsible district government. The district governments review the applications and forward them to the Ministry of Transport, which decides on their inclusion in the funding program and, if necessary, prioritizes them.

The funding program is based on specific guidelines of the State of North Rhine-Westphalia, which are supplemented by further national and European regulations. These legal bases ensure the compatibility of funding with state aid law and regulate administrative and financial aspects.
