Funding Guidelines for Municipal Road Construction (FöRi-kom-Stra)

The funding program is aimed at municipal corporations and certain private-sector companies in North Rhine-Westphalia. The goal is to improve municipal traffic conditions through measures that ensure safe and efficient road traffic and optimize traffic flow.

Investment measures on roads under municipal responsibility are funded, which aim to improve traffic conditions. Funding is provided as a grant, primarily through co-financing, with fixed-amount financing possible in exceptional cases. Funding rates can be up to 80 percent of eligible expenses. Specific de minimis thresholds also apply depending on the type of measure.

Various legal and organizational requirements must be met for applying and implementing the projects. These include submitting specific documents, ensuring overall financing, and possessing building rights. Additionally, certain conditions regarding budget management and planning changes must be observed.

The application process begins with a project registration, followed by program planning and the submission of a detailed financing application. Approval is granted after review by the responsible district government. The disbursement of funds and proof of use are also clearly regulated.
