The "Private Flood Prevention" program of the Free State of Saxony offers grants for owners and long-term leaseholders of residential buildings who wish to protect themselves from floods, heavy rainfall, or flash floods. It supports investments in existing buildings in areas not sufficiently secured by public flood protection measures, as well as the creation of necessary expert opinions.

Who is funded: Target groups and regional validity

This funding program supports owners and long-term leaseholders of existing buildings primarily used for residential purposes and located in the Free State of Saxony. The aim is to strengthen private prevention against floods, heavy rainfall, and flash floods, thereby reducing the potential for damage to buildings inadequately protected by public measures.

What is funded: Measures and eligible costs

Both investment measures for damage reduction in existing buildings and non-investment measures, such as the creation of expert opinions on flood risk, are funded. Eligible expenses include construction costs and planning services, while own contributions, insurance, and certain consulting services are excluded.

Type and Extent of Funding

Funding is provided as a grant within the framework of project funding. For investment measures, up to 50 percent of eligible expenses, with a maximum of €20,000 per building, can be applied for. For expert opinions, up to 80 percent of expenses, with a maximum of €1,200 per building, are funded, with a minimum grant amount of €500.

Conditions and Requirements: Application and Funding Basis

The application is subject to certain legal and administrative requirements, including compliance with building permits and the use of the building for residential purposes. The program is compatible with the European Union's de minimis aid regulations and allows for combination with other funding programs, provided that the total sum of eligible expenses is not exceeded.

Application Process: Steps to the Grant

The application for funding must be submitted to the Sächsische Aufbaubank – Förderbank – (SAB). Approval is also granted by the SAB, which obtains a decision from the State Ministry for Energy, Climate Protection, Environment and Agriculture in case of deviations. Disbursement occurs after verification of the proofs of use, with partial disbursements being possible.

The funding program is based on the "Guideline of the Saxon State Ministry for Energy, Climate Protection, Environment and Agriculture for the Promotion of Measures for Private Flood Prevention (FRL pHWEV/2021)" from November 2, 2021. It is also subject to further Saxon and European legal bases, including the Saxon Budget Code and the EU De minimis Regulations.
