What is Funded

The progres.nrw – Low-Emission Mobility program supports a wide range of projects in the field of electromobility and low-emission mobility in North Rhine-Westphalia. These include the creation of concepts, the expansion of charging infrastructure, the acquisition of electric and fuel cell vehicles, and cargo bikes. The funding aims to accelerate the market ramp-up of climate-friendly technologies.

Type and Scope of Funding

Funding is provided as a non-repayable grant and depends on the type of project and applicant, considering state aid regulations. There are maximum funding amounts per year and per applicant, as well as specific funding levels for various funding items and company sizes. The maximum annual funding amount per applicant is 500,000 Euros.

Conditions and Requirements

Applicants must implement their project in North Rhine-Westphalia and must not have started the project before receiving a grant notification. Certain measures are not eligible for funding, and European state aid regulations such as the GBER and the De minimis Regulation must be strictly observed. Cumulation with other progres.nrw funding programs is not permitted, but NRW.BANK loans are permissible.

Application Procedure

The application for funding must be submitted before the start of the project, generally electronically via an online form, to the Arnsberg District Government. Approval is at the discretion of the authority and subject to the availability of budget funds. The grant is generally disbursed only after complete submission and verification of the proof of use.

The progres.nrw – Low-Emission Mobility funding program is based on a guideline from the Ministry of Economic Affairs, Industry, Climate Action and Energy of the State of North Rhine-Westphalia dated January 31, 2024. It is legitimized and regulated by the State Budget Ordinance NRW as well as relevant EU state aid regulations, in particular the GBER and the De minimis Regulation.
