Concrete efficiency improvements and the reduction of greenhouse gas emissions are prerequisites.

Type and Scope of Funding

Funding is provided as a non-repayable grant in the form of co-financing. The amount of the grant varies depending on the funding object and ranges between 70 and 80 percent of the eligible total costs, with a maximum amount of 8 million euros per application not to be exceeded. The eligible total expenditures must amount to at least 200,000 euros.

Conditions and Requirements

Specific requirements apply to funding under progres.nrw, including the need to submit an energy concept and meet strict energy standards. In addition, EU state aid regulations, in particular the De minimis Regulation and the GBER, as well as transparency requirements, must be observed.

Application Procedure

The application procedure for progres.nrw is carried out via the competent district government and requires the submission of complete and verifiable documents, including a detailed energy concept and energy balances. Approval is generally granted in the order of application receipt, with specific selection criteria being considered for ERDF funds.

Funding is based on the guideline “progres.nrw – Energy-Efficient Public Buildings” of the Ministry of Economic Affairs, Industry, Climate Action and Energy NRW and relies on a variety of state and EU regulations and laws that define the framework conditions for granting subsidies.
