Who is Funded

The REGIO state funding program is aimed at small and medium-sized enterprises (SMEs) in the commercial sector in Rhineland-Palatinate. The aim is to support investments in structurally weak regions that contribute to strengthening the economy and creating or securing permanent jobs. Eligible applicants are companies that use their business investment for their own operations and achieve a primary effect.

What is Funded

The program supports commercial investments in new or existing business establishments. The funding aims to expand production capacities, diversify production, or fundamentally change the entire production process. Both tangible and intangible assets are eligible for funding, while certain sectors and cost categories are excluded from funding.

Type and Scope of Funding

Funding is provided as a non-repayable grant within the framework of co-financing. The amount of the grant depends on the company size, with a degressive scaling for very high investment volumes. Both maximum funding rates and minimum investment volumes are defined.

Conditions and Requirements

To receive funding, applicants must meet a number of specific conditions. These include the location of the investment in a funding area, the creation or securing of jobs, secured overall financing of the project with a minimum own contribution, and compliance with tax obligations. Certain monitoring periods for jobs and assets must also be observed.

Application Procedure

The application for funding must be submitted electronically to the Investitions- und Strukturbank Rheinland-Pfalz (ISB) before the start of the measure. The decision-making process involves obtaining expert opinions from chambers and the Federal Employment Agency. The granting authority, either the ISB or the responsible ministry, decides at its dutiful discretion and within the framework of available budgetary resources.

The legal basis of the REGIO program is the administrative regulation of the Ministry of Economy, Climate Protection, Energy and Regional Planning Rhineland-Palatinate from 2015, last amended in December 2023. This is supplemented by relevant paragraphs of the State Budget Code and EU Regulation No. 651/2014, which regulates the compatibility of aid with the internal market.
