The Free State of Bavaria supports regional initiatives in implementing innovative future projects for state development and in developing regional development strategies. The aim is to strengthen equivalent living and working conditions in all Bavarian regions through tailored solutions in fields of action such as demographic change, competitiveness, settlement development, regional identity, and climate change. Funding is provided as a grant and can amount to up to 150,000 euros per project year.

Who is Funded

The program "Regional Initiatives for Future Projects in State Development" by the Free State of Bavaria supports legal public or private bodies of Regional Initiatives, as well as affected local authorities in Bavaria. The goal is to strengthen equivalent living and working conditions in all Bavarian regions through innovative projects and strategy development.

What is Funded

The program promotes innovative regional projects in key future topics of state development as well as the development of regional development strategies. Various fields of action are supported, from demographic change to climate protection, with clear guidelines for eligible expenses.

Type and Extent of Funding

Funding is provided as a grant based on eligible expenses. The basic funding rate is 50% and can be increased up to 90% depending on the spatial scope and specific project characteristics. The maximum funding amounts vary depending on the project type and initiative scope, with the European Metropolitan Regions of Munich and Nuremberg potentially receiving up to 150,000 euros per project year.

Conditions and Requirements

To receive funding, applicants must meet a number of conditions, including the alignment of projects with state planning requirements, securing overall financing, and adhering to specific budgetary and procedural rules. Important aspects also include the establishment of a steering group and the implementation of evaluations.

Application Procedure

The application procedure requires early submission to the responsible district government, at least six weeks before the planned project start. Approval is granted by the Higher State Planning Authority after reviewing the application documents and fulfilling the funding requirements.

The funding of Regional Initiatives in Bavaria is based on the "Funding Guideline State Development – Regional Management (FöRLa III)" of October 16, 2023. This guideline sets out the conditions and scope of the grants and is supplemented by general budgetary and administrative law provisions of the Free State of Bavaria.
