Renewable Heat
The "Renewable Heat" program by the Free and Hanseatic City of Hamburg offers grants for the increased use of renewable energies for heating buildings. It aims to reduce the consumption of fossil fuels and CO2 emissions by promoting investments in solar thermal systems, bioenergy plants, heat pumps, heat distribution networks, and heat storage.
Who is funded
The program is aimed at property owners, businesses, and non-profit organizations in Hamburg who wish to increase the use of renewable energies for heat supply. The goal is to reduce fossil fuels and CO2 emissions to promote climate protection in the Hanseatic city.
What is funded
The program promotes a wide range of measures in the field of renewable heat generation and distribution. This includes the installation and modernization of solar thermal systems, bioenergy plants, heat pumps, the development of heat sources, heat distribution networks, and heat storage. The aim is to support investments that go beyond legal minimum requirements and achieve additional environmental relief.
Type and Scope of Funding
The "Renewable Heat" program offers non-repayable grants, primarily as fixed-amount or percentage-based funding, with a maximum funding amount of EUR 500,000 per project. The exact funding amount depends on the module and is based on the performance or size of the installed systems, often taking into account the respective aid intensities according to the GBER. Projects have an approval period of 24 months.
Conditions and Requirements
The funding is subject to specific conditions, ranging from compliance with technical standards to European state aid regulations. Applicants must apply for the measures before the start of the project, carry out energy monitoring, and observe the cumulation rules to ensure compliance with the maximum permissible funding rates.
Application Process
The application process is digital and requires the submission of the application via the IFB Hamburg eApplication portal before the start of the measure. Approval follows a review of the documents, followed by disbursement in stages linked to project progress and required energy monitoring.
Legal Basis
The funding is based on the "Renewable Energies Funding Guideline" of the Free and Hanseatic City of Hamburg, which came into force on January 1, 2024. It is closely linked to the EU's General Block Exemption Regulation (GBER) to comply with state aid rules and also takes into account budgetary provisions of Hamburg's State Budget Ordinance.
