Housing Promotion – General Rental Housing Promotion
The state of Lower Saxony supported the creation of new rental housing and the modification and extension of existing buildings through the General Rental Housing Promotion program. The program aimed to provide rental housing for low and middle-income households, particularly for older people and people with disabilities. It also included the promotion of model housing projects.
Who is funded
The general rental housing promotion program of the state of Lower Saxony targets legal entities under public and private law, natural persons, and partnerships. The goal is to create rental housing for low and middle-income households throughout Lower Saxony.

The program supports the new construction, modification, and extension of rental housing, as well as model housing projects. Type and Scope of Funding
Funding is provided in the form of a loan, supplemented by a grant for barrier-free apartments. The loan amount depends on the total costs per square meter and the respective rent level. Additional repayment waivers are provided for certain income-eligible beneficiaries.
Conditions and Requirements
Specific requirements apply to the funding regarding household income limits, apartment size, and the minimum number of residential units. A housing supply concept is also required, and self-contributions from applicants are expected. Further conditions are stipulated in the housing promotion regulations.
Application Procedure
