The state of Lower Saxony supported the creation of new rental housing and the modification and extension of existing buildings through the General Rental Housing Promotion program. The program aimed to provide rental housing for low and middle-income households, particularly for older people and people with disabilities. It also included the promotion of model housing projects.

Who is funded

The general rental housing promotion program of the state of Lower Saxony targets legal entities under public and private law, natural persons, and partnerships. The goal is to create rental housing for low and middle-income households throughout Lower Saxony.

What is funded

The program supports the new construction, modification, and extension of rental housing, as well as model housing projects. The funding primarily covers housing construction and its modernization for defined target groups. The funded projects include infrastructure, experimental development, and product development phases in the housing sector.

Type and Scope of Funding

Funding is provided in the form of a loan, supplemented by a grant for barrier-free apartments. The loan amount depends on the total costs per square meter and the respective rent level. Additional repayment waivers are provided for certain income-eligible beneficiaries.

Conditions and Requirements

Specific requirements apply to the funding regarding household income limits, apartment size, and the minimum number of residential units. A housing supply concept is also required, and self-contributions from applicants are expected. Further conditions are stipulated in the housing promotion regulations.

Application Procedure

Applications must be submitted to the competent housing promotion agencies in municipal, city, or district administrations before the start of construction work or the conclusion of a purchase agreement. The Investment and Promotion Bank of Lower Saxony (NBank) provides further information.

The General Rental Housing Promotion is based on guidelines from the Ministry for Environment, Energy, Building and Climate Protection, supplemented by the Lower Saxony Housing Promotion Act and the associated implementing ordinance, as well as the housing promotion regulations.
