State Guarantee Program

Who is Funded
The Rhineland-Palatinate State Guarantee Program targets a wide range of applicants, including commercial businesses, agricultural and forestry enterprises, craft businesses, liberal professions, and operators of social or cultural institutions. The guarantees are intended for projects carried out in Rhineland-Palatinate or those of particular interest to the state, where insufficient conventional bank collateral is available.
What is Funded
The program supports the financing of investments and working capital through guarantees. It covers a variety of economic sectors and is aimed at economically viable projects implemented in Rhineland-Palatinate.
Type and Scope of Funding
The Rhineland-Palatinate State Guarantee Program offers default guarantees for loans. The amount of the guarantee is determined individually and can be up to 80 percent of the loan amount. The maximum term of the guarantee is 15 years, and up to 23 years for construction measures.
Conditions and Requirements
Specific conditions apply to the provision of a state guarantee, including proper servicing of the loan and the exclusion of retroactive guarantees for existing loans. Special regulations apply to large companies in difficulty, which may require notification to the EU Commission. In addition, application costs and ongoing guarantee fees must be considered.
Application Procedure
The application for a state guarantee is made in cooperation with the house bank or another credit institution. The Investitions- und Strukturbank Rheinland-Pfalz (ISB) is responsible for processing. The Minister of Finance makes the decision on the guarantee after consultation with the State Guarantee Committee.
Legal Basis
The legal basis of the State Guarantee Program is the administrative regulation of the Ministry of Finance from October 17, 1991, which is based on the authorization of the respective state budget law. Additionally, other regulations such as the SME Community Framework and EU Commission requirements regarding state aid apply.
