Housing Promotion Program – New Construction, First-time Purchase, and Significant Construction Costs for Owner-Occupied Residential Property

The Saarland Housing Promotion Program aims to support private households, especially families and households with children, in the acquisition or construction of owner-occupied residential property. The funding is aimed at those who cannot adequately secure housing on the market and are dependent on financial support. The program is regionally limited to Saarland and pursues the overarching goal of ensuring sustainable housing supply.

The funding program supports new construction, first-time purchases, and significant construction measures for owner-occupied single-family homes, condominiums, and apartments in two-family houses. Furthermore, measures for the restoration, creation, or expansion of living space through change of use and for adaptation to changed needs, such as for people with disabilities, are supported.

Funding is provided in the form of a construction loan, which serves to close the financing gap, supplemented by a one-time repayment grant for families and households with children. The amount of the loan is linked to the eligible living area and can vary depending on the type of measure. An additional grant is provided for barrier-free adaptations.

Funding is tied to specific prerequisites that concern both the applicant households and the object to be funded. These include income and burden limits, a minimum own contribution, and compliance with construction standards and EU state aid regulations. Subsequent financing is excluded.

The application for the housing promotion program must be submitted to Saarländische Investitionskreditbank AG (SIKB). Processing takes place after the complete receipt of documents and in chronological order. The proper use of the funding will be reviewed by SIKB, the Ministry of Finance and Europe, and the Saarland Court of Auditors.

The housing promotion program is based on the Housing Promotion Act (WoFG) and is specified and governed by specific administrative regulations of the Ministry of Finance and Europe, the Program Regulations 2016. These regulations lay down the basis for the implementation and state aid compliance of the program.
